What is CIPRA?

CIPRA is a data gathering committee of the California Association of Joint Powers Authorities (CAJPA). Run jointly by PARMA and CAJPA members, CIPRA's mission is to collect, compile and disseminate liability, workers compensation and other risk management related information for the benefit of public agencies.

CIPRA's committee members represent the interests of individual public entities, joint powers authorities and private companies serving public agencies. The committee was put together and funded jointly by CAJPA and the Public Risk Managers Association (PARMA).

Benefits

CAJPA and PARMA members are given access to compSTATS, an online workers compensation benchmarking application. Users can view loss rates, incident rates and loss development and trends for over 450 California public entities.

CIPRA publishes an annual report, Compilation of Workers Compensation Data of California JPA and Public Entities, which summarizes the annual reports California self-insureds submit to the Department of Industrial Relations.

CIPRA distributes liability and workers compensation reports generated from the Public Entity Risk Institute(PERI) Data Exchange. CAJPA, PARMA and PRDP are partnering to bring this long awaited database project to completion in California. CIPRA will be collecting and submitting data to the Data Exchange and then distributing reports to CAJPA and PARMA members. More information on this project on PERI's website.

History

CIPRA was formed in 1990 by California public agencies in response to the growth of joint powers authorities and self-insurance programs. As a result of the movement away from commercial insurance, loss data was no longer submitted to centralized data collection agency such as the Insurance Services Office (I.S.O.). This lack of centralized data made it hard for pubic entities to generate aggregate data needed to support tort reform efforts, perform actuarial projections and make comparative analyses. CIPRA was formed to fill this void.
